He had been without a club since he and Stuart Olding had their contracts cancelled by Ulster and the IRFU following an internal review after they were acquitted of rape charges in Belfast in March.
Olding signed a two year contract with French second-tier side Brive last month.
Perpignan sporting director Christian Lanta said: “Paddy Jackson, in the tradition of Irish 10s, knows how to bring his individual qualities to benefit the collective.

“However, I recognise that my behaviour has fallen far short of the values expected of me as an international player, a role model for the game of rugby and as a son and a brother. I am truly sorry.
“Since I was a young boy it was my ambition to play for Ulster and Ireland and I am extremely proud, privileged and honoured to have done so. It is therefore with great sadness and regret but with many cherished memories that I leave that behind.”
Jackson is yet to comment on his move to the south of France.
