Mirror Sport understands Monaco believe they can prove that both Paris Saint-Germain and Pep Guardiola’s City have met the player.
FIFA have yet to receive an official complaint, but Monaco added: “To put an end to this unacceptable situation, we consider asking the French Football League and FIFA to commit disciplinary procedures against club offenders.”
It could mean a transfer ban, and City said: “No comment at this stage.”
