Pair quit force over ‘deplorable’ actions
TWO police officers have left their force in disgrace after patrol car GPS records exposed they had romped during work hours.
Zoe Phillips, 32, and married Andrew Perry, 35, were rumbled after the GPS data showed he was meeting her at her home and that they drove separately to the same remote areas while on duty.
Dad-of-three Perry told investigators mum-of-one Phillips performed a sex act on him in a police vehicle when they were meant to be working.
Their actions have been called “deplorable”.
They were investigated by colleagues after an anonymous tip-off.
Traffic specialist Perry, whose wife is still an officer with the force, also confessed to “heavy petting” schools liaison officer Phillips.
The misconduct panel said the shamed officers – referred to during the hearing as Mr A and Ms B – would have been sacked from Gwent police if they had not already resigned.
Christopher McKay, who chaired the panel, said: “All the contact Mr A had with Ms B was... when he was on duty.
“This was to the detriment of police and the public. The fact he was with Ms B in remote locations is likely to have
prohibited his ability to respond to calls.
“Ms B sought to minimise her responsibility for her actions and sought to blame Mr A... She was not a victim but a willing participant.” Mr McKay added their “deplorable” behaviour “undermined public confidence in the force”.
The panel was told Phillips sent sexy selfies to Perry. It was added they met in various locations on a “large number of occasions when there was no policing reason for doing so”. Presenting officer Jonathan Walters said: “To Mr A’s eternal credit he did not flinch from telling investigating officers exactly what happened. There is no doubt [they] were seeing each other during working hours in early 2018...
“Ul t i m a t e ly, [it] developed into a sexual relationship.” Perry admitted the two allegations against him amounted to gross misconduct.
Phillips admitted meeting Perry while he was on duty and sending a sexualised photo during work hours.
But she denied sexual contact took place while on duty.
However, the panel found both officers committed gross misconduct. They have been barred from the force.
