But the Government still want major assurances over where the funds are going.

Tuchel says he is being kept in the loop over developmen­ts, with Chelsea’s special licence to complete the takeover expires on May 31.

But his hands are tied, which puts the club at a major disadvanta­ge in the transfer market.

The German, who is already losing Antonio Rudiger and Andreas Christense­n on free transfers, said: “You ask many times if we have a delay in approachin­g players and making plans – of course, a huge delay.

“We are affected by it, players are going out.

“On how the delay and sanctions will affect us, there is a risk. It will be very challengin­g to make up for the disadvanta­ge, given the situation of the other two teams – City and Liverpool.”

Tuchel admits Pep Guardiola (above) and Jurgen Klopp are already improving their squads and that is a concern.

“I am still convinced that it is in good hands – not my hands, but, hopefully, good hands and better hands than my hands,” he added.

“Hopefully, it will go through as quickly as possible

“I am aware, but I have no new informatio­n and have not been informed about the character of the issues that have obviously arrived. Let’s wait and see.

“We are hoping to be back to normal, but, at the moment, we are not.

“Things are not easier for us. It is a huge, huge challenge, given the fact that you cannot act.”
