Russell hopes for shift over powers
CRUNCH talks on how the Scottish Parliament can give approval to the Brexit process will reconvene in London today.
Scottish Brexit Minister Mike Russell said he would re-state the importance of staying in the single market and demand a way of changing the EU Withdrawal Bill to take into account devolved parliaments.
The Scottish and Welsh governments have joined forces against the Bill, saying they cannot recommend its approval as it devolves powers away from Edinburgh and Cardiff to Whitehall.
Ministers from Scotland and Wales and Northern Irish civil servants will meet with UK First Secretary of State Damian Green to tackle the potential legal block on Brexit.
Russell said he hoped progress can be made. He added: “This will require a new approach from the UK Government in three key areas.
“Firstly, the UK Government must reconsider their hard Brexit position and the disastrous impact it would have on jobs and living standards and take account of the concerns, shared by Scottish businesses, about the impact of leaving the single market and customs union.
“Secondly, they must start giving the Scottish Government a real opportunity to contribute to policy papers.
“Finally, on the EU Withdrawal Bill, progress can made if the amendments suggested by the Scottish and Welsh Governments are accepted.”
Green said: “I am looking forward to positive and constructive dialogue that recognises the importance of preserving the UK single market.
“I also remain committed to delivering a significant increase in the decision-making power of each devolved administration after we leave the EU.”
