Michael Russell, the Scottish Government Brexit Secretary, spoke about Rees-Mogg getting into Downing Street in the next seven years.

He said: “We will enter into a voluntary agreement and never unreasonab­ly withhold consent, but that could be overruled. Imagine Jacob Ree-Mogg telling the Scottish Parliament what it could do on fishing and agricultur­e and we could do nothing about it.”
