The Crown Office received final reports from the Scottish Fire and Rescue Service and Police Scotland in March this year but is yet to make a decision on any legal proceedings.
In her exclusive interview, Jane said: “I want to know how someone can go to a beautiful hotel like that and not come out alive.
“I can’t grieve for my own son because I don’t have closure. I promised Simon I would get answers for him after it happened and no way did I expect I would be still fighting for them almost three years later. I feel that I’m letting Simon down. As a mum, that breaks my heart.
“I spoke to the Crown Office last Tuesday and got the same information I always get, that it’s a complex investigation and there’s no more details at this time.”
A spokesman for the Crown Office said on Tuesday: “The information that can be shared while a case is being investigated is limited so as not to prejudice any potential proceedings.
“The Crown is committed to ensuring that the facts and circumstances surrounding the deaths of Simon Midgley and Richard Dyson are thoroughly investigated by the relevant agencies, fully considered by COPFS and, in due course, aired in an appropriate legal forum.
“The nearest relatives will continue to be kept updated in relation to any significant developments.”
