“At the moment, my focus is solely on Rangers and making sure that Rangers are competitive.
“Liverpool obviously hold a special place for me, and I will be a Liverpool fan for life. But now my priority is Glasgow Rangers.
“This is my time and my opportunity and I’m looking forward to it.
“Liverpool already have a fantastic manager who is world class and is on the brink of delivering the Champions League, so Liverpool are in a good place right now.”
Gerrard, who snubbed 10 job offers before opting for Ibrox, will start his new role on June 1 and has brought in former Liverpool team-mate Gary McAllister as his No.2.
He added: “I’m very aware of Rangers and the size of the club.
“When the call came it was a no-brainer for me. I got a different feeling in my stomach from the previous opportunities I’ve had in terms of being a No.1.
“I believe I can improve things at Rangers and make these fans happy.
“There’s only one way to go and get experience and that is to believe in yourself that you have the characteristics to take the challenge head on.”
Kop boss Jurgen Klopp, who gave Gerrard a chance to coach Liverpool’s kids, said: “It could be a really good fit, it could be nice, coming closer to Celtic.
“If Stevie thinks it’s the right moment, I’m sure it is the right moment. I’m really happy for him to have the opportunity.”
