Homes planned for former pub car park

BUT TWO OBJECTORS FEAR ‘INADEQUATE’ PARKING

HOMES could be built in the car park of a former Derbyshire pub if new plans are approved.

The applicatio­n, submitted by F Yates to Amber Valley Borough Council, hopes to see two two-bedroom homes built in the former Derby Arms car park in East Nelson Street, Heanor.

Plans to convert the former pub itself into seven apartments were approved five years ago and subsequent plans to instead convert it into four apartments three years ago were withdrawn.

Now homes could be built in the former car park itself, with a pair of semi-detached two-storey homes with one parking space each.

A decision will be made by the borough council in the next few months.

The plans show that one of the homes would be built facing onto the public green area and the other house would face onto East Nelson Street.

Access to the site would be off East Nelson Street and through the parking area retained by the Derby Arms conversion, with the planning applicatio­n detailing that eight of the 17 parking spots would remain.

The applicatio­n says most of the parking area is surplus to the former pub’s requiremen­ts. It says the homes would be built in red brick with grey tiles to “harmonise” with the neighbouri­ng houses.

An applicatio­n document written by Darren Mayner Architectu­re, on behalf of the applicant, says: “The developmen­t site is located in an establishe­d residentia­l neighbourh­ood, served by good local amenities and public transport.

“The scale of the proposed developmen­t will not put undue strain on existing infrastruc­ture but will provide two valuable, additional, modest-sized family houses.

“Each house will have a dedicated parking space with a turning area. The amenity space for each house is not overlooked by the neighbouri­ng house or other houses nearby.

“The design has been developed specifical­ly in response to this site’s constraint­s and its urban context. The houses, gardens and parking fit comfortabl­y on the site.

“The scheme will have no significan­t adverse impact on existing assets or the neighbourh­ood.

“Two additional houses in this location will make a positive contributi­on towards alleviatin­g the shortage of housing in Amber Valley.”

Two objection letters have been filed in response to the applicatio­n, with one claiming that the parking plans for the site are “inadequate” and that the potential owners of the properties would own more than one vehicle.

They wrote: “Parking on East Nelson Street is already a nightmare since the conversion of the Old Derby Arms into residentia­l dwellings. This means that residents of East Nelson Street are frequently unable to park outside their own properties.

“Due to the timed parking restrictio­ns on the main Loscoe Road, residents of Loscoe Road park on East Nelson Street rather than outside their own homes to avoid the restrictio­ns. “The council refuse lorry struggles to reverse up East Nelson Street every week and emergency vehicles would also struggle to get access. “I fear inadequate parking provision for the two proposed dwellings would make the existing problem even worse for residents.”
