Jackton & Thorntonhall
Community Council Alistair Stewart noted that a quorum of members
were present and that the meeting could proceed in accordance with the constitution. The next meeting is on May 17 at Thorntonhall Tennis Club at 7.30pm. •Police report: PC Martin Foye is keen to promote best practice and education and will put a banner of this type of road traffic infringement on the Police Scotland website. JTCC thanked them for their support. If you have any queries for Martin he is happy for you to contact him direct on: Martin.foye@scotland.Pnn.Police.Uk •Glasgow & Clyde Valley Strategic Development Plan: The reporter now acknowledges the area does not have requirement for additional housing and this is also acknowledged by developers. However, all the CGAs will be retained and documented in the plan which is due to be approved. •Main Issues Report South Lanarkshire Council have acknowledged no need for additional housing land in South Lanarkshire. Last few years has seen a significant fall in expected new private sector households. However, the council, under pressure from developers, has identified a number of additional sites including one in Thorntonhall. Mr Stewart referred to the map in the discussion document issued with the agenda. He referred to those sites highlighted in blue. These are sites the council have indicated they would support for future development (with some mitigation). These sites were discussed at length and the consensus in the room was if all four sites were developed this would be deemed excessive and not supportable by the community. Coalescence was also discussed in particular with the boundary with East Renfrewshire Council at Busby and also at East Kilbride with the proposed Barratt development. In summary, community do not wish to see more housing in the village but acknowledge realistically there will be some. Preference is for the Barratt site, together with establishment of defensible tree belt, as opposed to the four sites identified in the MIR. The options are to object outright; or take a realistic approach – open discussions with the council to see if we can make options more palatable and mitigate the expanse of the proposed/potential developments. The consensus in the room was to take the latter approach. •Proposed Barratt Development – Philipshill site Previously received consent for retirement village and job creation. Now proposed development of 200 detached and three-storey townhouses. Barratt proposing to pay
premium to waive requirement for affordable housing. Public consultation on March 30. Invited to meeting but declined to attend. Will review and discuss further upon submission of full plans.
Thorntonhall Flyer The flyer had been distributed around the new Cala homes. However, Mr Brooks advised no one had received the flyer. Mr Stewart advised he delivered to all but 10 homes due to restricted access at properties. Secretary to email details of meetings, agendas, minutes and website to Mr Brooks to allow him to circulate to his cul de sac and encourage future contact via email and attendance at meetings. Mr Brooks advised they have been in dispute with Cala on a number of issues including construction access to new site via Baroness Court and the conversion of planning for detached properties to flats. Mr Stewart thanked him and other new residents for attending and sharing views as it is important for JTCC to represent the whole community.
