How to bring back shoppers

CENTRAL London is forlorn at the moment. But a simple measure will bring shoppers back: reverse the decision to extend the congestion charge to 10pm seven days a week, so people can drive in on summer evenings and weekends without having to pay £15 a journey. These were popular times before lockdown and I’m sure the changes have generated little or no extra income.
