Councillors will visit planned site
COUNCILLORS have agreed to visit the site of a planned care facility for young people near Carnoustie, after its refusal by Angus planning officials.
The New Breaks proposal for a site on Carlogie Road was selected as a replacement for a residential home near Arbroath the company said is no longer fit for purpose.
Bosses hope to create two units for clients aged up to 25 who’d benefit from round-the-clock supervision. One would offer supported residential care for two young people and the other an independent living facility for one.
Angus Council’s social work department had highlighted the value of the applicant’s current base at Carmyllie and said it supported any potential increase in residential placements due to a national shortage of foster carers. However, the rural location was identified as a barrier to young people developing independent living skills.
The Oldmeldrum-based applicant’s plan was refused under delegated powers on grounds including its countryside location, possible flood risk, its connection to a private drainage system and worries over visibility at the approach to the site.
After an appeal, Angus development management review committee members have delayed making a final call before carrying out a site visit.
They will visit a separate Carnoustie site, at Barry Road and Westfield Street, where a plan for six new homes was also blocked under delegated powers.
