Biden plan to lift economy

DEMOCRATIC US presidential candidate Joe Biden has proposed sweeping new uses of regulatory and spending powers to bolster US manufacturing and technology firms. He has called for a $400 billion (£316bn), four-year increase in government buying of US-based goods and services plus $300bn for research and development in US technology concerns.
