Why the surprise at Government actions?

Unfortunately, the lack of principles implied is far from unusual.
Our PM thinks nothing of spending £60m of public money on non-tendered for plans for a garden bridge that was never built, and Ayanda Capital, a firm with no experience of manufacturing, is granted a £250m contract to make PPE equipment, also without competitive tendering.
