Met po­lice staff to face ac­tion over mur­der call

Four to face mis­con­duct pro­ceed­ings af­ter in­quiry into han­dling

FOUR members of staff with the Met­ro­pol­i­tan Po­lice are to face mis­con­duct pro­ceed­ings over the han­dling of a 999 call re­lat­ing to a Hayes wo­man who was murdered last year.

Anita Kapoor was found dead in a lay-by on the A413 at Ger­rards Cross, Buck­ing­hamshire, in June 2015, and Navin Mo­han from Southall was later con­victed of her mur­der and sen­tenced to life in pri­son.

The In­de­pen­dent Po­lice Com­plaints Com­mis­sion (IPCC) has in­ves­ti­gated the way the Met han­dled the emer­gency call re­lat­ing to Ms Kapoor and has de­cided four staff members will face ac­tion over the case.

IPCC com­mis­sioner Cindy Butts said: “We have con­ducted a thor­ough in­ves­ti­ga­tion into the po­lice re­sponse to the emer­gency call which was made on the morn­ing of Ms Kapoor’s death.

“We have dis­cussed our re­port with the Met­ro­pol­i­tan Po­lice and agreed that four staff members should face mis­con­duct pro­ceed­ings, which will take place in due course.

“Our sym­pa­thy re­mains with Ms Kapoor’s fam­ily and friends.”

Ms Kapoor, 34, was found half naked by a lorry driver on the morn­ing of June 23 af­ter be­ing stran­gled by Mo­han in the back seat of his car.

Mo­han, for­merly of Quaker Lane, was sen­tenced at Read­ing Crown Court on December 8 and will serve a min­i­mum of 21 years.

Dur­ing 35-year-old Mo­han’s trial, the jury heard that Ms Kapoor and her boyfriend Stan­ley Flan­ders both had drug ad­dic­tions that she funded by sell­ing sex to men in Southall.

It was al­leged that Mr Flan­ders acted as her ‘pimp’ and forced her to rob cus­tomers for cash, and Mo­han said this hap­pened to him.

A gross mis­con­duct hear­ing will take place against a com­mu­ni­ca­tion of­fi­cer, while mis­con­duct meet­ings will take place for a com­mu­ni­ca­tion su­per­vi­sor, a com­mu­ni­ca­tion of­fi­cer and a po­lice con­sta­ble.

Dates for the ac­tion have not yet been set and TJG1ST the IPCC said their re­port will be con­sid­ered for pub­li­ca­tion af­ter the pro­ceed­ings. EMER­GENCY CALL:
