spring, another budget. This one was notable for being both Philip Hammond’s first and last spring budget, but not for many other reasons.

Headline grabbers were the National Insurance increase for the self-employed, as well as cuts in corporatio­n taxes. Understand­ably this has been met with some raised eyebrows, as the self-employed have been quite a key driver to the jobs economy, and in the midst of the increase of business rates smaller businesses and self-employed need more suppor t, not less.

Unfor tunately, discussion of the proper ty industr y’s larger issues remained mostly absent. Though the Treasur y is said to have been looking at the data on stamp duty, including presumably the far smaller tax revenues than predicted by recent changes, they have failed to come up with any sensible policy.

That leaves us with the current status quo of top-tier stamp duty rates of 10-12%, which are playing a large par t in stagnating the proper ty market in London, par ticularly the prime market.

The main problem with these high rates of stamp duty, is that a modest four bedroom family home in the London area is all too likely to attract a rather unfair and dispropor tionate tax sum, catching young families rather than the presumably wealthy millionair­es and super-rich that the tax is intended for.

Similarly, when the time comes for a couple whose children have left the family home, and downsizing is the preferred option, finding a buyer who can stump up the hefty tax bill is not getting any easier.

These are some of the key reasons that many in the industr y have been calling for stamp duty reform, for some stimulus for those seeking to downsize, and overall a more sensible approach, par ticularly when looking at London and the surroundin­g area. It’s another missed oppor tunity, as this is not the budget we have been looking for!
