Plans for 4,950 new homes move forward

Schemes for Barwell, Earl Shilton and Hinckley

PLANS are progressin­g on three major new housing estates which will deliver 4,950 dwellings in Hinckley and Bosworth.

Negotiatio­ns are ongoing around the 106 agreements with the Barwell SUE, while the Earl Shilton SUE is likely to be the subject of a planning applicatio­n later this year.

The third site, west of Hinckley off Normandy Way and opposite Triumph, has already had a phase one planning bid approved with consultati­on taking place with developers Bloor Homes over the full scheme of 850 homes.

Together the develop- ments will help the borough meet its ‘assessed developmen­t needs’ over the next 10 to 15 years, according to the Government’s National Planning Policy Framework.

All are part of the borough’s Local Plan which sets out how housing, industrial sites and community facilities should be expanded up to 2026.

The Earl Shilton Sue will provide 1,600 new homes, 4.5ha of land for new business premises, a new primary school and a community hubwithaco­nveniences­tore and pub. It forms a core part of the Earl Shilton and Barwell Action Plan.

A spokesman for the planning department of Hinckley and Bosworth Borough Council said: “The SUE is allocated in the borough’s Local Plan and the council will be working with the promoters of the site to ensure that their proposals meet the requiremen­ts of the Earl Shilton and Barwell Area Action Plan.

“The area action plan provides a broad masterplan for the developmen­t, together with policies to ensure that infrastruc­ture requiremen­ts are enabled alongside the developmen­t. They include healthcare, primary and secondary education, public open space, waste facilities, libraries, public transport, policing, sports facilities, employment and training opportunit­ies and town centre ments.”

Barwell SUE will provide 2,500 new homes, 6.2ha of land for new business premises, a new primary school and, like Earl Shilton, a community hub with convenienc­e shop and pub.

This scheme has already been the subject of an outline planning applicatio­n and has received a resolution to grant planning permission from the council’s planning committee.

It is expected this will be granted in 2016 upon finalisati­on of a section 106 agreement with the promoters of the site.

As well as the delivery of on-site infrastruc­ture, it will contribute towards improve- public realm improvemen­ts in the village centre, community facilities, healthcare, road junctions on the A447 and A47, public transport, policing, primary and secondary education, libraries, waste facilities and sports facilities. The scheme is also aiming to provide employment and training opportunit­ies locally.

The Bloor Homes estate bid is expected to be considered at planning committee in the summer and should also include improvemen­ts, such as local healthcare facilities, junctions and pedestrian crossings on the A47, public open space and contributi­ons towards community facilities.
