Parish projects see delay in new funding

A NEW community cash pot for capital projects in the parishes has received 13 applications but grant allocation has been checked.
The Developing Communities Fund was established last year to support public improvement schemes in more rural parts of the borough.
The aim was to build on the success of the Parish and Community Initiative Fund (PCIF) but provide for larger, more ambitious projects such as new village halls and revamped play areas - especially in villages which have borne the brunt of new housing estates.
In December parishes were invited to send in expressions of interest and it was hoped successful schemes would be chosen by the time of council budget setting, however, the complexity and contrasting nature of the projects has delayed decisions.
Now the framework of the fund is being revised and strengthened to tighten up the application process and better inform grant allocations.
Members of Hinckley and Bosworth Borough Council’s scrutiny commission were given an update at a recent meeting.
They were told the total value of projects submitted was £2,841,580, with the largest project £750,000 and the smallest £10,000.
Eight applications had evidence of need, five didn’t and most could not show how the completed project would be funded going forward or even show adequate funds were already available to start the scheme.
Groups behind six smaller scale projects have already been advised to go for PCIF money while the rest are being asked to firm up their bids in light of the more refined criteria.
Some £1,400,000 is being set aside for the fund, with projects of £30,000 plus being eligible.
Parishes must commit to drawing up a neighbourhood plan, show a minimum percentage in housing growth, meet borough corporate plan priorities and ensure the project is completed within three years to stand a chance of getting cash.
Larger schemes put forward include a £300,000 plan for a new community hall in Barlestone; £450,000 for a new village centre car park and parish hall for Barwell; contribution towards the remodelling and extension of Burbage’s Millennium Hall; all weather court with lighting for Sport in Desford; improved infrastructure for Market Bosworth’s market place; redevelopment of Mayflower Close Park in Markfield; a community hub for Congerstone and refurbishment of All Saints Church in Sheepy Magna to allow for improved community use.
Closing date is June 1 with decisions made in August.
