Problems with the idea of a unitary council for the county
NOW the Hinckley and Bosworth Borough councillors are pre-occupied with the possibility of their council being disbanded; as the seven district councils and Leicestershire County Council will be replaced by a Unitary Council with additional town councils and increased responsibility delegated to the parish councils, parish meetings, and town councils.
In comparison relative to the total number of gatherings, Hinckley and Bosworth Borough Council appears to be efficient. Excluding Oadby and Wigston Borough Council, the other six district councils are associated with 165 parish councils, 86 parish meetings, and seven town councils. A total of 258 gatherings. Hinckley and Bosworth Borough Council is associated with 23 parish councils and one town council in Earl Shilton.
Are the Leicestershire parish councils, parish meetings and town councils prepared for the extra responsibility, such as reporting blocked roadside drains (gullies) to the proposed unitary council?
With central government cuts continuing to reduce services a unitary council will also be unable to deliver adequate services after making a saving, effectively a cut; with the increased responsibility and cost transferred to the parish councils, parish meetings, town councils, and new town councils (pass the parcel). There is unlikely to be a reduction in council tax and thus the new council structure will not be to the benefit of the Council Tax payers.
There are blocked roadside drains (gullies) in Hinckley. Will the responsibility of clearing the blocked gullies be transferred from Leicestershire County Council to the parish councils, parish meetings and town councils when the Leicestershire Unitary Council is established?
