Kelly and Ben Homden self-built their home but got caught out by the strict criteria that must be followed to ensure you’re exempt from paying the CIL. Kelly posted the right documents two weeks before work started on site but the council didn’t receive them. With no proof of postage the Homdens’ appeal was rejected and they had to pay a hefty £27,000.
