The delayed implementation of MTD does not mean that those submitting Self-Assessment Tax Returns do not have to keep records. Self-Assessment taxpayers are required both to keep and preserve records needed to make a correct and complete tax return for any period.

In the case of a business (including landlords) the records that must be kept include details of all receipts and expenses, goods purchased and sold and all supporting documents relating to the transactions of the business such as accounts, books, deeds, contracts, vouchers and receipts and computer records.

Businesses must retain their records until the fifth anniversary of the January 31 next following the year of assessment (this time limit applies to all records, not simply the business records). For the year ended April 5, 2017, records must be kept until January 31, 2023. Individuals with non-business income are required to keep records for April 5, 2017, until January 31, 2019.

A penalty of up to £3,000 may be charged for each failure to keep or to preserve adequate records in support of a tax return.
