Natalie Ratcliffe, a regional organiser for Unison, said: “Unison welcome the news that NHSI are advising all trusts to pause setting up Subco’s pending new regulation­s.

“We have warned trusts that an announceme­nt like this has been coming for some time.

“However certain trusts such as CHFT and Airedale have rushed them through.

“There is also a new national procuremen­t model being introduced next year which will save trusts huge amounts of money – again this has been ignored.

“The sole reason the trust did this was to exploit a tax loophole which I am sure the new guidance will address.

“CHFT are generating a two tier workforce slashing terms and conditions for the lowest paid in our NHS with a total disregard for their loyal work. “Had they waited all this upheaval need not have happened.

“Unison expect all trusts now to pause and withdraw plans, this includes Bradford locally, and concentrat­e on working with us to make the best possible use of existing resources which CHFT could have done in the first place.

“The door is always open to work with us to transfer the staff back where they belong in the NHS.”

The Examiner approached CHFT for comment.

Commenting on York Teaching Hospital’s insistence that it would go ahead with its subsidiary, Unite lead officer for health in Yorkshire, Chris Daly said: “This is an act of arrogance considerin­g the direction given by NHS Improvemen­t this week that a pause needs to be instituted in setting up such subsidiari­es, while a review takes place in October.

“This is a snub to NHS Improvemen­t with its influentia­l national remit.”
