PARISH COUNCIL: The council has signed up to the Lorry Watch Scheme with KCC Highways. This involves the installation of signs around the parish warning lorry drivers that they are in a restricted zone. Anyone in the parish can report a lorry over 7.5 tonnes to the authorities via Tim Middleton 0n 03000 412457 or by email to freight@ kent.gov.uk All you need is the date, time, registration and any company name and logo. HGVs are permitted in the zone if they are based within it or delivering to a location within it or involved in agricultural trades in the area. However, it is up to companies to prove that their lorries have reason for being there. You should not approach the lorry drivers at all, but photographs can be helpful to the enforcement team. The October parish magazine will have full details of the scheme. Overgrown hedges: Residents are to be reminded that KCC Highways are not responsible for the cutting of hedges and overgrown trees. This is the responsibility of adjacent land or property owners. Residents should also cut around any road signs that could be hidden by overgrown vegetation. KCC Highways will only trim the width of a flail cutter along the verges. If they end up cutting overgrown hedges etc, they will send a bill to the landowners. Highways will only be cutting verges once a year in future. Joint flood group: The recently formed Parish Joint Flood Group (JPFG) will meet on Friday September 30 at Collier Street. No response had been received from TripleM to its small claim so it was agreed to ask for payment in full by September 30. After discussing the matter of re-painting the bays in the car park, it was agreed to buy a line painting machine to enable the job to be done regularly because doing it manually is both back breaking and time consuming. A copy of the KCC report on the improvement of the junctions of Lower Road with The Green/Vicarage Lane and Station Hill, along with traffic calming options for Lower Road had been received. As the options listed required either street lighting or a 20mph speed limit, the parish council felt that the report didn’t offer any real solution. It was agreed that average speed cameras would be a better option. KCC was to be asked about the possibilities and county Cllr Paulina Stockell agreed to request a meeting with Roger Wilkins. Bridge working party: A meeting was recently held with other parish chairmen and KCC to discuss the problem of HGVs using the medieval bridges. Lack of resources to enforce and the number of exemptions was making enforcement difficult, though it was agreed that there is technology available to record and identify suspect vehicles. If was felt necessary to quantify the problem which KCC Highways would do but was not prepared to pay for. A launch for the East Farleigh – A Brief History booklet is to be held on a date and in a location to be confirmed. It is hoped that Ann Widdecombe will be able to attend. Speedwatch. There has been 59 new observations resulting in 24 letters of advice, six for second detection of mid-range speeding and 17 for high end (+ 50%) speeding.
