Council offices close too early

Why does Ashford Borough Council close at 4pm? The offices are still occupied typically to 5pm so why can’t they answer the phone until then like any normal business?

What other large business (because that’s what a local authority is), could afford to give such a restricted service? Far from closing early, most big businesses offer significantly longer telephone service hours.
