Stalls and more informatio­n to follow. Keep Fit: Tuesday, 7.308.30pm aerobics and conditioni­ng, last Tuesday of the month is circuits £4 per class. Friday 5.40-6.30pm, legs, bums and tums, £3.50. Both classes run by Kelly just turn up at the village hall. Big Breakfast: Saturday March 2, 10am-12pm, last orders 11.30am. Pop along to the village hall for a delicious breakfast or just a coffee catch up with friends and neighbours while raising money for our village hall. PARISH COUNCIL: A Meeting of the Parish Council was held on Monday January 14 2019, Adisham village hall. Present: Councillor’s Dr. Elizabeth Collins, Mr Roger Pring, Mrs Fiona Paterson, Mr Nick Berry, Mrs Siobhan Hamilton, Mrs Jean Swan and Kent County Councillor Michael Northey. Apologies received from Cllr Ian Mackenzie. Cllr Collins proposed and Cllr Hamilton seconded that the apologies were accepted. The minutes of the meeting held on November 12 2018 were agreed as a true record by all Cllr’s present. Proposed Cllr Hamilton and seconded by Cllr Berry, resolved and signed by the Vice Chairman. Matters arising and an update of resolution­s/actions from the meeting held on October 8 2018: I. Plan for Highways reference further traffic calming and B2046: The Clerk met with Hazel Walters, Canterbury District Manager and Paul Leary Schemes Project Manager. Paul will review the Parish Councils Plan and come back with suggestion­s and costings. Regarding the B2046, Hazel will be looking into improving the safety on the stretch of road where the field drops away and the road markings. Regarding the bollards on Pond Green it was agreed that they will reinstate the bollards with a view to changing the layout in the future. II. Caravan in the woods along Woodlands Road: The Clerk has flagged this with Enforcemen­t again. The reference ENF/18/00496. Awaiting outcome of investigat­ions. III. Fencing behind the school: awaiting the updated quote with metal posts from Chris Pring. IV. Land behind the School: A breakdown of the £1000.00 legal fees was received. V. Youth Shelter: Approval has been received from the insurance company to instruct Caloo to remove and replace the youth shelter. Clerk to arrange and advise on instalment. VI. Final Precept request: The request to increase the Precept by £5000.00 has been sent. 4. Declaratio­ns of Interest by Councillor’s Cllr Pring, village hall. 5. Meeting adjourned for public questions and comments (on agenda items only; 15 minutes maximum). 6. Reports. School, Cllr Collins reported that a change of Head Teacher is planned. An e-mail was circulated in December regarding The Lost Words book, there is a local campaign to donate a copy to every school in Kent. The Parish Council asked the school if they would like a copy for the library which they would. Village hall, Cllr Pring reported that work has started on the stage area. There are plans for a Jazz in the villages event on March 10, this will be advertised on Face Book and in the Kent Messenger. The Summer Fair is in the planning stage. Applicatio­n to use the recreation ground to be completed. Concerns have been reported regarding dogs off lead or out loose and unattended. A257 Group, Cllr Hamilton will be attending the next meeting this Saturday. KALC New website, members need to apply for a new log in. KCC Cllr Michael Northey, Cllr Northey raised the Libraries consultati­on noting the deadline for comments being January 29. The following is a report as supplied from Mike Whiting. Drainage: We are putting additional resources and recruiting more drainage engineers to ensure our 250,000 drains are kept as clear as possible. Footways: I have asked for a programme of works to be set out in the coming 12 months specifical­ly to clear footways of overgrowth and other incursions. These incursions narrow pavements and make them impossible for those with pushchairs, wheelchair­s or mobility scooters to navigate them safely. This work will also highlight those areas in need of repair. We are employing more highways inspectors in the coming months to better ensure that repairs to highways are done to a good standard. Brexit: We have been successful in gaining £29m in one off grant funding from the government to assist in preparing Kent’s highways for a no-deal Brexit. Works to a range of major routes on our network, including the A20, A299, A256 and A25, will be carried out between now and March 29 to help ensure they are in the best possible condition to deal with any additional traffic that may use our roads as a result of a no-deal Brexit. Particular thanks to our Director Simon Jones for his efforts in securing this funding. The DFT has carried out test runs with approximat­ely 100 HGVS this morning from Manston Airport to Dover and I await feedback on these trials from DFT, Highways England, Kent Police and our own officers. New pothole blitz contracts are being awarded. We will start a running total from January 1. Currently the Clerk is on scale 15, as at starting employment with Adisham PC, this equates to £9.02 per hour and the clerk works 32 hours a month. The Chair proposed the scale is increased to scale 18 to increase hourly rate to £10.16. Cllr Pring seconded the proposal. The Parish Council agreed April 8 for the Annual Parish meeting and May 13 for the Annual Council meeting. The Parish Council discussed the use of Libraries in general and the value of the Mobile Library that still visits the village. They agreed that Cllr Collins would complete the consultati­on on the Parish council’s behalf. Chair to complete. This was a successful event and well supported. The amount raised this year was £230.00, to be donated to Pilgrims Hospice. Chair to arrange donation. Cllr Berry reported that himself and Cllr Pring are in the process of filling in the forms. The area to be included was discussed by the Parish Council it was decided to include the whole village; the geographic­al scope will determine the no of coordinato­rs required. The Parish council discussed the possible nomination­s and will finalise the decision by e-mail. Cllr Hamilton raised the possibilit­y of organizing something for the youths in the village. Cllr Hamilton expressed an interest to lead this, she would like to start by asking the teenagers what they would like. Waste: Collection times are now between 6am-6pm. Household and food waste will be collected Friday February 22, March 8 and 22. Recycling, garden and food waste will be collected Friday March 1,15 and 29. Please make sure your bins are collected from the highway and pavements after they have been emptied. The guest speaker will be Hugh Ragget talking about the life of Sir Thomas Hanbury and his garden at La Mortola (part 1, part 2 will be the subject at the July meeting). In later life, this gentleman bought the Wisley site and gifted it to the RHS. At the meeting, Carol Blackmore will be taking names for this year’s two outings. The first will be on Saturday May 11 to Scotney Castle at a cost of £12 to National Trust members and £24.10 to non-members. The second outing is on Saturday August 3 to the RHS Garden at Hyde Hall where there will be an RHS Show on the day. The cost of this trip is £13. Deposits of £5 per person are required for both outings. A few tickets remain for the Spring social, Thursday March 28, 7.30pm, £5 per person. As always new
