Why be a parish, borough and county councillor?

Am I alone in wondering what possible benefits there are to residents to be represented by county councillors who hold the position of borough councillors? Some are also parish councillors.
According to a recent Loughborough Echo article I note that several Charnwood Borough Councillors are standing for election to the higher authority.
How this achieves a balanced view when considering matters relating to the electorate which are also policies etc., by different authorities, is difficult to believe.
Many years ago I recall attending a Charnwood planning meeting when one item on the agenda was a LCC application for advertising signs on traffic roundabouts.
The single vote in favour was by a borough councillor who was also a county councillor.
