Park Road HMO bid is approved

AN applicatio­n to change the use of a Loughborou­gh property into a house of multiple occupancy (HMO) has been given the go ahead, despite concerns that there are too many in the area.

Charnwood Borough Council’s Planning Committee met on Thursday, April 6 to discuss an applicatio­n to change the use of 137 Park Road - with no proposed alternatio­ns to the external appearance of the dwelling.

The committee heard from an officer that the applicant plans to live at the property and would like three lodgers.

In a document presented at the meeting it stated ward councillor­s Paul Mercer and Ted Parton requested the applicatio­n be presented to the committee as: it breaches the “HMO saturation threshold” and could impact the amenity of the area. They also raised concerns over a lack of on-site parking.

At the meeting Coun Mercer said: “There are a number of properties not on the HMO register and flats occupied by students. By taking those into account the percentage changes.

“If you grant permission there’s no control over what happens in that property.”

Mr Tony Warren, speaking on behalf of the applicant James Warren, said: “It’s hard for young people to buy a house for themselves and its something James is taking on but he needs lodgers to pay for the bills.

“As a teacher he works hard and keeps a good reputation.”

After discussion­s between councillor­s and officers, it was decided that the applicatio­n be approved with the condition that permitted developmen­t rights be removed.

This means any alteration­s or extensions to the property will require additional planning permission.
