PARISH COUNCIL REPORT. Before the start of the monthly meeting of Costock Parish Council a resident raised a question of a tall overhanging bush outside 33 Main Street, saying it obstructed the pavement for pedestrians.

The clerk was asked to write to the owners and the agents to seek attention being given to the problem. A letter was also to go in respect of a tree causing a problem at 39 Main Street.

Two nominations have been received for the casual vacancy, on the council, being John and Mike Mears . Information on both candidates had been passed to members. On a ballot vote Mr Mike Mears was co-opted.

Over 120 local responses were received by Rushcliffe Borough Council to the planning application for erection of up to 25 dwellings on land North of 66 Main Street, Costock. The Borough have yet to make a decision on the application.

Coun.John Cottee, the Notts County Council member for the village, outlined to members his new role at the County Council and said he was settling down to the wide range of responsibilities he has. Coun. Reg Adair explained the new system at Rushcliffe Borough of dealing with planning applications. Both the members offered support towards funding for an interpretation board for the Nature Reserve.

The chairman presented her suggestions for the Village Hall Trust deed and asked members to look at the proposed Deed and comment to her. It was hoped the Deed could be formally accepted at the next meeting in September. The chairman would seek a comment on the proposed Deed from the Nottinghamshire Association of Village and Community Halls (NAVACH,).

Notts ALC gave notice of their annual meeting on November 15,at Epperstone. Chief Constable of Nottinghamshire Craig Guildford was to speak on Policing in Nottinghamshire. The meeting clashes with a parish council meeting, The clerk was asked to check on the question of changing the date.

Rushcliffe Borough Council’s Andrew Pegram, wrote with details of the new planning decisions arrangements.

Robinson so he could deal with him directly in regard to ground maintenance etc.

Couns. Adair and Cottee said they would be happy to consider a request for fundraising towards the cost of the interpretation board planned for the Reserve. PLANNING APPLICATION. Rushcliffe Borough Council has approved a planning application from Ms Claire Johnson of 21 Wysall lane, Rempstone to remove existing conservatories and to erect a single storey rear extension, and a two-storey side extension. Lockington and Hemington

PARISH COUNCIL REPORT. omment was made during the open session at the meeting of Willoughby on the Wolds parish council of the overgrowth of a hedge affecting access in the area around the post box, the need for action on provision of a warning sign for children on Church Lane and the need for further action in regard to Church Lane itself. The clerk said the County Highways officer for the area had visited the Lane and was not unhappy at the situation there. The clerk said he would be willing to forward any comments he received on to the Highways.

The meeting was told the chiming of the church clock has been corrected but had since gone wrong again. Jenny Kirkwood, RCAN, had given apologies for not being available for the meeting that evening. It was the date of a family funeral. The clerk was asked to invite her to the next meeting.

Rubbish bin outside The Willows at Westhorpe. Rushcliffe Borough Council had said if complaints were made in regard to non return to their place of storage, a letter would be sent to the house owner concerned.

Defib: The clerk said the council had paid for the new battery for the unit.

The Highways department of the County Council had confirmed they would not allow the provision of a traffic mirror on a highway. They said if someone was to come to an agreement with a landowner a privately funded installation of a mirror off the public highway would be above their jurisdiction. The borough council say providing they are not erected on a listed building they do not come under their jurisdiction. Insurance would be required.

The meeting chairman Coun. Don Aldiss said Coun. Edyvean had asked him to raise the question of dates of future meetings, explaining that the Chairman is now a member of the Cabinet at Rushcliffe and its meetings clash with the parish right through to the end of this financial year in March.

The clerk said the hall is not available other than on a Tuesday and not all Tuesdays, but could be available on some Fridays.

The clerk was asked to check with the village school to see if council meetings could be held there. The next parish council meeting is September 12 but could be held on a different date. The clerk said he had no other Tuesdays that month free but could do Monday 4th or 17th, but the hall would not be free on those dates.

Rushcliffe Borough Council planning committee changes were advised by Mr Andrew Pegram, Service Manager for Communities, that in future a named member of the parish council could attend meetings of their newly named Planning Committee --it was Development Control Committee -- and speak for a maximum of three minutes on individual applications involving the parish.

Pork Farms wrote in regard to a series of national Pop Up Parties they are planning to hold, aimed at finding the country’s local community heroes. The item was to be put on the Willoughby facebook.

The meeting agreed to form a Planning Committee of three members and to give it executive powers. The membership of it would be determined at the next meeting. All council members would continue to be told of applications when received by the parish.

The Manhole cover on Church Lane had been repaired, although comment was made it had not been a totally satisfactory repair. The meeting chairman said steps were being taken to survey residents in regard to the possibility of an entry in 2018 for the Notts Best Kept Village competition.

The clerk said he had taken advice in regard to a lease for use of the parish field for wildlife purposes by Mr Needham and that would not constitute Agricultural use. The question of Mr Needham sub-letting part of the land to the previous tenant for cattle grazing would need to be investigated in relation to the lease.

The council agreed to proceed with registering the parish field and the Back Lane allotments with the clerk contacting a solicitor to do so.
