Man fined after waste dumped in cemetery

RUBBISH found in a cemetery was traced back to the man responsible – who has been fined £400.
John Bromley, 28, was prosecuted by Charnwood Borough Council over several bags of domestic rubbish found in the cemetery in Leicester Road, Loughboough, in October 2022.
Council officers found paperwork linked to Bromley, of Woodthorpe Avenue, Loughboough.
He was issued with a fixedpenalty notice but failed to pay up, so the matter was taken to court.
Bromley pleaded guilty at Leicester Magistrates’ Court to a duty of care offence, the authority said.
He “failed to ensure the waste would be disposed of by someone with a waste carrier licence issued by the Environment Agency”, the council said.
Bromley told the court he had given his waste to a third party and apologised for his actions and any inconvenience caused.
He promised not to fly-tip again. Bromley was fined £400 and ordered to pay £190 in costs and a £160 victim surcharge.
Gareth Harvey, head of regulatory and community safety at the council, said: “We will not tolerate fly-tipping in Charnwood.
“Not only does it create an eyesore, it can also be harmful to the environment.
“This case was particularly unpleasant as the rubbish was dumped in one of our cemeteries.
“If we find evidence to issue a fixed-penalty notice or take someone to court, then that is what we will do.
“People need to take responsibility for their own waste and ensure it is disposed of correctly.
“If you are handing your waste over to a third party, always ensure they have a valid waste carrier licence.”
