Stuck in a wheelie bin version of Catch 22

I have twice rang the town hall asking to purchase a second green wheelie bin.

I was told the position hadn't changed since my last call – which was they have no staff to deliver these and anyway they didn't have any green wheelies at the moment.

With the free garden waste pick-up now disbanded (due to cuts in budget apparently) a second green wheelie is now essential to someone with a large garden such as we have.

So I suggested (as we have a spare black wheelie) if I paid for the green one, prior to actually getting it and the green waste vehicle driver was made aware of this, could I use the black one with my other green wheelie for garden waste until they can supply me with one –- and the answer was ‘no they wouldn’t empty it’ and I said ‘why?’ and was told ‘because it’s not green!’
