Why delay over leak?

I reported a leak on Middleton Road a month ago and keep doing so. The response from United Utilities is that they have to apply for a permit, it being a main road (though it is coming out of the kerb).

So at least two swimming pools worth have been wasted on top of the amount before I noticed it. Perhaps the council could explain the delay? Aquarius, Crumpsall
