A NOTORIOUS upskirt pervert nicknamed “Smoggie” has been spared jail despite targeting women for more than two decades.

Serial sex offender Andrew Mackie avoided prison despite violating the privacy of yet another victim.

The 51-year-old was arrested after taking photos on his phone of a young woman’s legs, crotch and bottom. But when he was caught at Manchester Piccadilly train station, he had the audacity to moan: “It’s a public place.”

His vile behaviour has left countless victims traumatised.

In July 2001, he was convicted of indecent assault against a female over 16 and handed a two-year community order and put on the Sex Offenders Register.

He soon found himself back in court, after wandering around with a video camera, filming women’s bottoms.

The creep roamed York railway station and the city’s shopping centre and Museum Gardens in August 2003.

The 24-minute movie showed he repeatedly focused on women, tracked their bottoms, took upskirt footage and zoomed in on their breasts.

Jobless Mackie admitted a public order offence at York Magistrates’ Court in May 2004 and was given another two-year community order.

Over the next five years he ended up in court numerous times for his crimes and even had a spell in prison.

Among his victims was a 20-year-old student.

Mackie had a vantage point to see into the woman’s home from his flat and secretly filmed her getting undressed.

Disturbing

The court was told Mackie’s sick behaviour dated back to 1998, when he would kneel down behind women and look up their skirts at bus stops.

By 2009, Mackie had begun targeting victims in the North West.

In November that year he admitted breaching his Sexual Offences Prevention Order by covertly taking more than 1,000 photos of women and a judge jailed him for two years.

In May 2011, Mackie was spotted following women and taking their photos from behind in Sandbach, Cheshire.

He was arrested and found to have 452 images of women he had targeted in Chester, Crewe and Manchester over a five-year period.

Mackie admitted breaching his SOPO at Liverpool Crown Court that November. Having already spent six months in custody, he was given a two-year supervision order.

In March 2012, Mackie struck again, this time disturbing a woman he followed onto an escalator in Chester.

Mackie admitted breaching his SOPO for the eighth time and was given nine months in jail, suspended for two years.

Mackie continued breaking the law until 2016, when he finally put down his cameras.

But he then targeted a woman at Manchester Piccadilly when she was sitting on a bench on July 31, 2020.

Mackie admitted operating equipment beneath clothing of another without consent.

Mackie, of Warrington, Cheshire, whose 25 previous convictions also include malicious communications, has consistently argued he is the one being victimised.

Magistrates handed Mackie 24 weeks in prison, suspended for two years, plus 30 rehabilitation days and a six-month home curfew.

They also imposed a new indefinite Sexual Harm Prevention Order.
