As someone who has been a social worker, mother, wife and divorcee I have been around the block a few times. I’m humbled to answer your questions and feel that if a problem can be shared it can be halved – at the very least.
There’s more to this dream than you might think, so go slowly and let your mum adjust
dream but perhaps you both need time to get all the knowledge and experience. It will be almost impossible to leave your mother to her own devices without putting a serious set of plans in place. Is that possible in your area? Do you have the finances to make doubly sure?
When your husband retires, that would be a good time to start the ball rolling with finding the right boat and all the necessary paperwork. Then, if that’s successful, is it possible to start with short trips while keeping your mother up to date, as well as giving her time and care? If you can later introduce external but reliable care for your mother that she’s happy with, then longer trips can be planned. Just go into this slowly. I’m sure your mother would not begrudge you your happiness but remember, there are stages to following your husband’s (and your own!) dream.
