Gleneagles freezer dump leaves me cold

This is an open letter in response to the person/s responsible for dumping a fridge-freezer near Gleneagles over the past few days.
Having passed this kitchen appliance propped up at the roadside and seen other problems like it, tyres, cookers, TVs, a sofa, etc., I wondered what sort of person does that.
Presumably in this case this appliance has been replaced, so the buyer, who is also potentially responsible for leaving it on the rural road, turned down the chance of having their old one uplifted and properly recycled and degassed.
Instead, the person has passed this on to the public purse and potentially the landowner to clear up.
They may also have avoided paying a special uplift fee from Perth and Kinross Council, specifically choosing to then load up whatever vehicle they had with the freezer, busting a gut as they did, and then drive out in the middle of the night to then leave it at the roadside.
It’s extraordinary that people go to such lengths to avoid paying a small fee to do the right thing, wasting fuel and effort and adding to their inconvenience when they could be snuggled up at home, enjoying the fruits - and veg - of their new fridge/freezer, or whatever other home item they have decided to dump.
I only hope that the TV programmes where people catch up with those responsible are applied diligently in this case, then the people who are paid, by the public purse, to detect and report these crimes, can elevate this to a court level to recover the costs involved to the taxpayer out there.
