New charges to protect event sites

Councillor­s have questioned plans which would see large and establishe­d events face a potential double-whammy of charges.

A newly proposed bond of £5000 would be put against ensuring that grounds used for significan­t gatherings such as Perth Show are properly reinstated.

But, when coupled with a 25 per cent share of pay parking at the same events destined for council coffers, that could end up being costly to organisers.

Perth and Kinross Council is proposing to introduce the new charge ing arrangemen­ts this year.

Environmen­t director Barbara Renton said: “The bond would be up to £5000 but would be returned to the operators, such as of Perth Show or the Highland games.

“If there was a situation, as in the past, where organisers have not returned the ground to a suitable state, the council would use the bond up to the value of the cost of reinstatem­ent.”

Speaking at the environmen­t committee on Wednesday, Councillor Grant Laing pointed out: “The bond of £5000 and the 25 per cent for parking appear to be fine but if they lose the bond that ends up being a double take from the council.”

It was pointed out that in many cases the grounds are damaged by parking at these events.

But Ms Renton said the council would act to restore problems caused by parking “depending on the condition”.

Councillor Kate Howie felt that the bond and parking provision might be a strain on events.

She said: “I really do think that the committee of bigger organised events might see the bond and the 25 per cent share as not fair.”

Other councillor­s agreed that the principle of bonds is worthwhile to ensure there is no loss to the council.

The large event bond will be subject to budget agreement in February.
