Man’s racist outburst at officer

A Perth man seen walking bare-chested near a city centre pub looked like he“wanted to fight with the world.”

And when 25-year-old Ross Cowie was told by police to calm down, he unleashed a foulmouthe­d racist tirade at one of the officers.

He shouted at PC Francis Shek: “F*** off. You’re ugly - you’re Chinese.”

He then referred to him as Gok Wan, the fashion consultant and TV presenter, and threatened:“I’ll kill your wife - I’ll kill your kids.”

Cowie, of Logie Crescent, refused to calm down, despite repeated requests, and was told he was being arrested.

But as he was being handcuffed, he kept“pulling forward,”causing him and PC Shek to fall to the ground.

The incident took place shortly after 1am but Cowie wasn’t charged until 4.45am.

He replied at that time:“I want the officers who took me in to be done for assault.”

Cowie admitted acted in a racially aggravated manner towards PC Shek in Perth’s South Street on July 24, shouting and swearing at him and making threats.

Depute fiscal Carol Whye said the officer had“no previous dealings”with the accused.

PC Shek and a colleague were on foot patrol and as they approached the Auld Hoose pub they saw the accused walking towards them.

When they spoke to him he immediatel­y began his racist outburst. He was“repeatedly warned”he would be arrested if he didn’t calm down but continued to use racist language.

Solicitor Paul Ralph said the accused had been assaulted that night by other people and that was why he wasn’t wearing his tee-shirt.

He had been drinking and accepted that he wouldn’t calm down.

Cowie was given a chance last week to take part in the Right Track programme, set up to help wayward youngsters.

His progress will be reviewed by Sheriff Gillian Wade on May 3.

He had his bail continued meantime.
