Family thanked in road campaign New measures considered over safety

The campaignin­g family of a toddler who died in a traffic incident has been praised for their part in efforts to boost road safety in Coupar Angus.

Councillor John Kellas said Harlow Edwards’ relatives had shown “patience” and made a “great contributi­on” to the speed-curbing proposals on the A94.

On the table are plans to roll out a part-time 20mph zone on sections of Forfar, Coupar Angus and Princeland roads, and around Larghan View.

And a traffic signal-controlled junction at Coupar Angus, Princeland and Forfar roads will also be considered, with a three-way signal system at Larghan View.

Future proposals could also involve additional road signs and markings to support road safety.

The new measures, approved subject to public notificati­on and consultati­on, were given unanimous support by the enterprise and infrastruc­ture committee on Wednesday.

Perth and Kinross Council had been under pressure to improve road safety and cut speeds around Coupar Angus prior to two-year-old Harlow’s death, but campaigner­s stepped up their efforts. In recent weeks concerned members of the public have installed dummy police officers alongside roads in the area, while, previously, guerilla efforts saw road signs reduced to 20mph.

Commenting, Cllr Kellas, who convenes the committee, said: “There was considerab­le and very positive input from the community, as well as local officers and the police.

“We have ensured that a holistic approach is being taken to road safety issues.

“The process has been particular­ly sensitive as the need for change was highlighte­d following a very serious incident.

“I pay tribute to the family and thank them for their patience and the contributi­on that they personally made.

“They took time out to meet with me on two occasions and they have personally made a great contributi­on to the whole process and they have helped make very good and longlastin­g, long term improvemen­ts.”
