Plans revealed for Thimblerow

Cinema and restaurant complex progress

Plans for a £30million developmen­t in the heart of Perth city centre have been backed by council chiefs.

A new area, to be named the Mill Quarter, will include shops, food outlets, a cinema and housing.

It is proposed for the Fair City’s Thimblerow site by developers Expresso Property, with a target opening of spring 2019.

There will be a 201 bay multistore­y car park leased and managed by Perth and Kinross Council at the heart of the developmen­t, which is claimed will bring in thousands of shoppers to the key retail and leisure zone annually.

A report from Expresso was discussed at a meeting of the local authority’s strategic policy and resources committee on Wednesday this week.

It explained that, having previously submitted a Proposal of Applicatio­n Notice for the site, the developers are now close to finalising and submitting a detailed planning applicatio­n.

The session was held in private, but a spokespers­on for Perth and Kinross Council said: “Members welcomed an update on the progress developing the landmark Thimblerow site in the heart of the city of Perth.

“The site, which is being developed by Expresso Property and will be known as the Mill Quarter, will establish a mix of restaurant­s, speciality shops, a multi-screen cinema, housing, and a multi-storey car park.

“Committee members have also backed proposals for the council to lease and manage the 201-space multi-storey car park within the site.

“In line with the recent renovation­s to South Inch and Canal Street multi-storey car parks, the new 201-space Mill Quarter car park will follow the pay-on-exit model.”

The Invest in Perth portal explains that more than 350 jobs will be created during constructi­on of the Mill Quarter, while the final developmen­t is expected to attract in excess of 300,000 visitors every year and generate 150 jobs.

A spokespers­on for Expresso Property said: “We are delighted A drawing of the proposed Mill Quarter

that our scheme at the Mill Quarter has now got the go ahead from Perth and Kinross Council, and with their support we look forward to pushing forward as soon as possible.

“Providing a major new leisure facility for the city comprising a state of the art cinema with restaurant­s, over 200 parking spaces and 58 apartments, we hope to be in a position to submit a planning applicatio­n during the next few months, targeting a scheme opening late spring 2019.”
