Fresh plan lodged to build Kinross flats
A fresh proposal to pull down an old industrial unit in Kinross and build flats on the site has been lodged with planners.
Perth and Kinross Council previously denied Adam Neilson permission to demolish the empty unit at Old Causeway and build nine flats, stating the proposal conflicted with several policies contained within its Local Development Plan [LDP].
Case officer John Russell said at the time: “As the proposed design of the building would not contribute positively to the quality of the surrounding built and natural heritage, fails to convincingly respect the character and amenity of the area and have an adverse impact on the visual amenity of the area, the proposal is contrary to [PKC] policies.”
Adam Neilson has since submitted a fresh application to tear down the industrial unit, however, and build eight flats on the site instead.
In a supporting statement planning consultant J. J. Fitzpatrick writes: “The proposals have been revised to reduce the height [of the flat block] to only two storeys.
“As noted within the Site and Area Appraisal the dominant form within the general area is two and two and a half storey development.
“The design solution for the proposed development is consistent with this and in terms of overall height the proposals involve the erection of a structure which is now substantially lower in elevation.
“In view of this it is considered that the scale and massing of the proposed development is entirely acceptable in terms of height.
“In terms of architectural form a more traditional terraced style reflecting the proximity of the site to the terraced units on [the] High Street has been selected.
“In view of the above, it is considered that the council’s concerns with previous proposals in terms of the effect on the character and amenity of the area have been fully addressed as part of the design solution now proposed.”
The application awaits a decision from PKC planners.
