Bid for 42 houses in Abernethy

PKC planning officers to consider proposals

Plans have been lodged to build 42 houses in Abernethy.

A full planning applicatio­n by Hadden Constructi­on has been submitted to planning officers at Perth and Kinross Council for the residentia­l developmen­t, along with roads and associated works.

The plans, if successful, would see a mixture of house types – including detached, semi-detached, terraced and cottages – built to the north-east of Abernethy on the A913 Newburgh Road.

According to the design statement, the 3.5 acre site has good access to core paths and public transport, and will be able to connect up to the existing electricit­y and gas network.

The design statement, drawn up by Yeoman McAllister Architects, said: “The site has embraced the following design objectives to deliver a high quality developmen­t which will establish a new living environmen­t, taking advantage of the site location with regard to transport links, setting and local topography.

“[It will also ...]Generate a distinct identity with a cohesive pattern of building forms and layout [and] offer purchasers a high degree of choice through the inclusion of a variety of accommodat­ion types.”

The statement submitted to the local authority adds that they hope the developmen­t will “create a meaningful and appropriat­e gateway to east Abernethy”.

A noise impact assessment has been carried out, which concluded the impact to be neutral at most parts of the proposed developmen­t, with a slight to moderate impact at 10 of the houses.

Scottish Water has also been consulted and say that there is “sufficient capacity” at both the Turret water treatment works and the Abernethy waste water treatment works, but add further investigat­ions may be needed moving forward. Environmen­t watchdog SEPA also added it felt there was no flood risk at the proposed site, which is currently used as agricultur­al land. The planning statement continued: “In our opinion we feel that this site represents a wholly appropriat­e and sustainabl­e location for a residentia­l developmen­t.

“The site is in ownership and control of a party which can be expected to develop now [and] the residentia­l market is physical strong enough to support a developmen­t of this moderate scale.

“The site has marketabil­ity and can be developed now.”

It added: “There is very little infrastruc­ture required and this can be provided realistica­lly by the developer and other parties involved.

“Developmen­t at this location would support the objective of sustainabi­lity expressed at all levels of the planning policy hierarchy, which aims to increase the effectiven­ess and efficiency of existing infrastruc­ture by concentrat­ing developmen­t in areas where services such as schools and shops, are already provided.”

The proposal for 42 houses in Abernethy will now be considered by council planners .
