Proposal is passed
Councillor Xander McDade of the council’s strategic policy and resources committee - had no Independent or Scottish Labour councillors.
Councillor Lyle responded by saying that the due to the “confidential nature” of the Tay Cities Deal he did not want to involve the Independent and Scottish Labour group in the discussions prompting a strong response from Independent councillor Xander McDade.
“I think it’s quite important [an agreement] as big as this has representation from across the chamber,” he said.
However Councillor Lyle merely repeated: “I’m quite happy to deal with the leader of the opposition. I just don’t think that going beyond the executive sub committee is really appropriate.”
But an adamant Councillor McDade pressed on: “I will move an amendment, then, on the basis [that] the leader of the council communicates with a designated representative of the Independent and Scottish Labour group about the heads of terms.”
This was seconded by Councillor Bailey but Scottish Liberal Democrat leader Councillor Peter Barrett then seconded Councillor Lyle’s motion, saying: “I don’t think it’s right we should be inventing forms of governance on the hoof as Councillor McDade is suggesting.”
In the end the Independent and Scottish Labour group’s amendment failed to receive any support from either the SNP or the Conservative/Liberal Democrat group so councillor Lyle’s motion was approved.
