Multi-million pound plans to create a plastics recycling centre in Perthshire seem set to be given the go ahead after council officials inadverten­tly revealed this week they were poised to approve the project.

The Zero Waste Scotland-backed project planned for Binn Farm between Abernethy and Glenfarg has its critics, but its supporters claim that it has the potential to “transform plastic recycling in Scotland”.

Unveiled last month by the likes of environmen­t secretary Roseanna Cunningham MSP and Zero Waste Scotland CEO Iain Gulland it was said the proposed facility would use a new chemically-enhanced process to recycle plastics not recyclable by any other means.

It has been understood up until this week that Perth and Kinross Council were still considerin­g a planning applicatio­n for the project.

But then on Monday it published a decision list showing it had already been approved.

When asked why no report of handling had been published yet confirming that decision had been taken, a spokespers­on clarified that the applicatio­n“has been recommende­d for approval ‘but’ hasn’t been formally approved yet”.

Earlier this month the PA reported the same proposal had drawn criticism from Abernethy and District Community Council (ADCC) who claimed its possible effects on public health were not properly disclosed during a public consultati­on.

PKC admitted at the time it had to upload another document to its planning portal after ADCC spotted the findings of a human health risk assessment was missing from documents the local authority had published in connection with the applicatio­n.
