A new care home plan on office site Sheltered accommodation bid forThe Atrium

- Paul Cargill

An abandoned office building near the city centre which was formerly occupied by Perth and Kinross Council could be flattened to make way for new sheltered housing.

YourLife/McCarthy and Stone has filed a fresh proposal to demolish The Atrium on the city’s Glover Street in order to create new “extra care” sheltered accommodation close to the city centre and local public transport links.

It comes after the council granted “in principle” consent to another company back in November 2014 to create a residential development at the same spot but nothing happened.

Staff vacated The Atrium for the last time a little under a year later.

According to the application notice sent to the local authority last week the proposed sheltered accommodation would be staffed The former Perth and Kinross Council offices on Glover Street

around the clock and comprise a number of units which would all be wheelchair accessible.

In addition the new quarters would have a restaurant with kitchen staff providing residents at least one hot meal a day as well as landscaped gardens and communal parking.

The applicants state on their form the facility would meet a “pressing need” for sheltered housing in Perth and their PR agency Pagoda will hold

a public consultation on the proposal in two months time.

They state: “Extra care accommodation provides a valuable form of specialised accommodation meeting a pressing need within Perth and in providing appropriate accommodation [to] an ageing population.

“In so doing, it gives rise to significant planning and social benefits that realise other planning objectives given national and regional priority.

“It provides purpose-built, specifically designed, small units of accommodation for local elderly people.

“Safety, security and companionship is said to reduce anxiety and maintain health and general wellbeing. It also provides a form of accommodation that better meets the on-set and increasing problems of mobility/frailty while maintaining an independent lifestyle.

“These benefits reduce the demands exerted on public health and social services and other care facilities.

“The company looks forward to engaging with the community on this exciting development for Perth.”

YourLife/McCarthy and Stone say on their application form the public consultation will be held at the Dewars Centre on October 31 from 2pm to 7pm.
