NEWS Board defers appeal decision

The Local Review Body (LRB) has opted to defer an appeal made to them concerning an unauthoris­ed access track at South Inchmichae­l Farm, Errol.

DM Hall launched the appeal on behalf of Morris Leslie Ltd with the permission seemingly being blocked because of the creation of an unauthoris­ed second track parallel to the original consented access.

They said the original access track “can be aerated, covered in topsoil and planted with wild flowers in the form of a field margin.”

The planning officer explained the second access was better for HGVs turning. The officer’s report stated that transport planning had no objections to the road but“from a placemakin­g perspectiv­e, it is considered that the proposed developmen­t is unacceptab­le.”

In 2018, permission was given for the original access road on the condition that archaeolog­ical work be carried out. This was breached and an enforcemen­t issued in February.

A planning officer said that because the access was laid before archaeolog­y works were done,“works have already damaged anything that was there.”

Convener Lib Dem councillor Lewis Simpson asked for the appeal decision to be deferred because“there seems to be no landscape plan for this area.”

Cllr Anderson and Cllr Brawn, the other members of the LRB, concurred with his decision.

Cllr Simpson then added, with an edge of caution: “We are having our frugality tested, if such a road has been built by mistake.”
