Dementia friendly care home planned

a revamped nine-hole golf course and communal and recreation­al areas in addition to the care home.

It is hoped around 130 permanent jobs would be created once the entire project comes to fruition, bringing in an annual income of £3.5million for the area.

A design statement previously submitted by GDL, which includes the employment and projected income figures, states: “Glenisla Village will be a mixed-use developmen­t which will benefit the local community and surroundin­g areas, offering a range of housing, care facilities, care to the home (assisted living), leisure facilities and commercial premises for local businesses.

“A main focus of GDL is to produce early a ‘core tenant’ which will be the care home managed and leased by Health Management Solutions (HMS) care providers.

“The care home will specialise in dementia care and be purpose-built to a very high specificat­ion.

“It will benefit from the latest dementia care design with input from HMS and accreditat­ion from Stirling University which is in progress.”

Architect Martin Quirke compiled a submission on behalf of the University of Stirling, which has been working with the applicants on various aspects of the project.

An extract states: “... trends towards increased demand look set to continue with the population of people over the age of 85 expected to grow by 37 per cent over the next 10 years.

“With the rate of dementia amongst this cohort also expected to continue to rise, there is a need to increase the supply of age-friendly and dementia-inclusive housing units, and to increase the provision of residentia­l aged care settings designed to support the impairment­s of dementia and other age-associated impairment­s.

“We believe the mix of housing and residentia­l care places to be provided in the proposed scheme would help to address challenges that are becoming increasing­ly important for Perth and Kinross and Scotland as a whole.”

Carol Higgins is a business developmen­t director with HMS.

In a letter supporting the project, she said: “From the discussion­s to date it is very clear that Glenisla Developmen­ts Ltd is committed to providing a ‘best in class’ service in an area where there is strong demand .”

PKC granted outline planning permission for the proposed developmen­t in June, 2010, and renewed the consent in February, 2017.

Funding for the vision is being provided by a London-based investment house, Route Finance.

The GDL report states funding is in place for the first phase of the project which will take a number of years.

The applicatio­n will be considered by the local authority in due course.
