‘Firm must do more on pedestrian safety’

His assessment comes two months after PKC confirmed the company had been building roads at the site without the proper consent and just one month after it emerged people had been moving into new properties without valid temporary certificat­es of occupation or completion certificat­es in place.

Mr Salman says in his objection: “In terms of the transport assessment, the C495 with its junction to the A922 (access to Kinross High School/Loch Leven Community Campus) has not been assessed in terms of vehicular impact on the existing junction operation, particular­ly during school term time.

“Given that this location has also been identified as having an accident occur resulting in slight injury (15/06/2015 during school term time), this should be investigat­ed further in terms of pedestrian impact of the developmen­t and movements of pedestrian­s at this junction.”

Elsewhere in his response Mr Salman said: “The swept path analysis shows that at numerous locations and over extended distances a waste service vehicle would overly prohibit two way traffic movements.

“It is also likely that the presence of any on street parking would result in said vehicle having to mount verge and footway areas to navigate the proposed site.

“Consequent­ly the appropriat­e requiremen­t for provision of 25 per cent visitor parking is not met through the use of on street parking and substantia­l parking restrictio­ns would be required to be put in place throughout the developmen­t to ensure the proposed site could be navigated by service vehicles appropriat­ely.”

To date the same applicatio­n has attracted 156 objections from local groups and individual­s including one from Kinross Community Council who say they consider “the whole applicatio­n to be unsuitable for Kinross”.

A design and access statement prepared by Crawford Architectu­ral on behalf of Persimmon Homes and sent to PKC earlier this year claimed the scheme had been designed “to provide universal barrier free access throughout the buildings and external spaces for all users”.

It went on: “The design aims to create an active, safe, accessible, inclusive neighbourh­ood with wellconsid­ered features to compliment the natural expansion of Kinross.”
