Planning appeal deferred again
A retrospective planning appeal for an Errol farm track has been deferred for the second time.
At a meeting of PKC’s Local Review Body (LRB) on November 12, the decision was made once again to defer a planning appeal for an unauthorised access track at South Inchmichael Farm, Errol.
Morris Leslie Ltd had an enforcement issued in February this year after failing to comply with a 2018 planning condition to carry out an archeological dig on the prehistoric site before the original track was developed.
A second alternative access route was created and retrospective planning permission for it was sought but denied. This decision was then appealed by DM Hall on behalf of Morris Leslie. In July, a decision was delayed by the then LRB convener, Cllr Lewis Simpson on the basis there was “no landscape plan for this area.”
At a meeting earlier this month, Cllr Anderson, who has since replaced Cllr Simpson as LRB convener, has decided to defer a decision again.
He called for a deferral to be made to allow the applicant to produce further information on the finished specification for the built road, as would be fully constructed, and for Morris Leslie Ltd to carry out an archeological survey to the satisfaction of PKC.
Cllr Anderson was keen to know if the second access route, which was apparently created because it gave better access for HGVs turning, was finished or would require further excavation and works to withstand HGVs using it.
Last week, a spokesperson for DM Hall said it was now in the process of commissioning an archeological survey.
