Homes bid is backed despite junction fears

Planning officials have urged councillor­s to approve an applicatio­n to build nearly 200 new homes in Stanley despite complaints from two local groups about a proposed junction at the site.

Stanley and District Community Council (SDCC) and the Stanley Developmen­t Trust (SDT) voiced concerns last year that a new T junction Muir Homes wants to create on the B9099/Perth Road could end up endangerin­g drivers and pedestrian­s.

Both groups filed formal objections to the company’s latest applicatio­n to build 187 homes across 30 acres of land south of Duchess Street being back in September 2019, along with the Perth Active Travel Hub and 10 local residents.

SDCC chair Werner Reiche warned displays with the help of teachers and PE specialist­s.

Event organiser Carolyn Warren said:“It’s an event where all pupils can participat­e regardless of their dance experience and everyone feels a great sense of achievemen­t after their performanc­e.

PKC: “The access and egress point to the developmen­t would create a T-type junction which would be situated between a blind corner on one side and just over the brow of a hill on the other.

“The road is well known in the community for vehicles speeding at this point and a T-type junction as planned would lead to an accident black spot.”

SDT’s chair Mary Wyllie similarly warned PKC: “The B9099 is already a very busy stretch of road and we think a T junction here is inadequate given that there is only one access in and out of this developmen­t.

“We believe the current layout reduces the visibility splays entering onto the B9099 and further safety controls should be introduced.”

But PKC officials have chosen to recommend councillor­s approve the applicatio­n next week after concluding the proposed junction is in “the

Their report of handling states: “There are well understood issues regarding access into and out of the site due to its location and through constraint for a northern access, with it being partially cut off from the village by the line of housing along Duchess Street.

“Vehicular access to the north cannot be achieved without compromisi­ng Network Rail’s infrastruc­ture.

“Due to this constraint, it is only possible for one vehicular access point, off the B9099 Perth Road, for the site.

“It is therefore even more important that other forms of access and connectivi­ty with Stanley Village are maximised and improved.

“While most of the representa­tions, including those from the community council and developmen­t trust, raise concerns about the proposed access, transport planning has assessed this aspect of the proposal in detail and has confirmed that the proposed access location is in the optimum location in terms of achieving acceptable sight lines to allow safe access and egress.

“A separate applicatio­n ... for delivery of the access, bus stops, pedestrian crossing and ghost island is currently under considerat­ion by [the] planning authority and expected to be determined following committee’s decision on this applicatio­n.

“To facilitate safe access in to the site for southbound traffic, a right turn ghost island is also proposed within the existing road network as part of that applicatio­n.”

The council’s planning and developmen­t management committee is scheduled to determine the applicatio­n next Wednesday (March 11).
