Told to tear up area as vehicles spotted parking

Perth and Kinross Council has told a man he must tear up a parking area he is alleged to have formed without planning permission in Kinrossshi­re or he risks being prosecuted.

The local authority has served an enforcemen­t notice on Andrew

Adams of Kelty saying he must stop all“nonagricul­tural use”of land known as Blairforde­l Farm, east of Blairforge, by the fourth week of June.

He has also been told to remove all trace of materials he is alleged to have used to create areas of hardstandi­ng which vans have been spotted parking on at the same location by the fifth week of July.

The enforcemen­t notice said:“The areas covered by hardstandi­ng are considerab­ly larger than would reasonably be required for the parking of any agricultur­al vehicles that may be associated with any agricultur­al use of the adjacent land.

“The parking of vans on the hardstandi­ng has been observed.

“It has been alleged that a septic tank has been installed in the land. In terms of planning harm, the areas of hardstandi­ng have a visual impact on the surroundin­g area.

“In addition, the formation of hardstandi­ng, along with the alleged installati­on of a septic tank, could facilitate a number of other uses that could constitute a material change of use of the land from its lawful agricultur­al use, which could result in additional planning harm on the wider area.

“Accordingl­y, the council considers that enforcemen­t action requiring unauthoris­ed use of the land to cease and the removal of the areas of hardstandi­ng is justified and necessary and in the public interest.”

Mr Adams has until June 7 to appeal against the enforcemen­t action taken by the council.
