Fine threat to holiday park over septic tank

Perth and Kinross Council has ordered the operators of a holiday park north of Dunning to finish installing a new sewage treatment plant or they risk having to pay a financial penalty.

Enforcemen­t officers have served a breach of planning condition notice on the operators of Lochmanor Holiday Lodge Park saying they must complete the installati­on by the end of December or they could have to pay a penalty of up to £5000.

The council reckons the operators have breached a condition applied to a consent they were granted two years ago to alter the site layout and add another 11 static caravans.

The condition stipulated that prior to the additional caravans, the new sewage treatment plant should have been installed“to the satisfacti­on of the council as planning authority”.

The 2019 applicatio­n drew 12 objections after it was sent to PKC including one from Dunning Community Council.

A report of handling prepared by PKC said at the time:“The submission details that [an] existing septic tank will be removed and replaced by a new sewage treatment plant to be located to the east of the site office.

“The [applicant’s] agent has confirmed that discussion­s have taken place with SEPA and they have obtained a CAR (controlled activities regulation­s) licence.

“The licence states that this is for a population equivalent of 186. This population equivalent is more than sufficient for ... 41 units.”
